Education Project - Consultation Paper 7
This is the response to the previous consultation paper. It is the correspondence from the person who is the link between the authors (see the other one here) of this blog and the targeted village.
I am sorry for a late reply (....) becauuse it has not been possible to reach xxxxx, the only place with an internet connection in the region.
Another reason is that the minister is still at the Bible college. After receiving the letter, he indeed returned to the college without giving any reply. I therefore had no other option left except undertaking informal consultations among his close aids through the intermediary of xxxx and xxxx.
It became obvious that it is too risky to pursue this project in the direction you have suggested due to the following reasons:
1. The number of kids to be enrolled in the scheme is such small that it has been seen as unable to have any significant effects on the society.
2. If the enrolled kids turn out to be Hutus only or Tutsis only, this may be interpreted by some in such a way to pose a security risk to those involved.
3. Any thing to do with education has to be authorized by the cccccc, and cccccc does not decide without permission from xxxxxx whose job is to examine whether there are any hidden agenda held by the authors.
This has worried qqqqqqqqq and rrrrrrrrrrrr to the extend that they felt uncomfortable with this idea (...).
4. They however gave me what they thought were a better and safer alternative: They said, those giving money toward this project could either buy reading books or school stationery, or uniform for most needy children (with the condition that more, not just a few, kids are helped). Alternatively, they suggested you could buy teaching books for the entire school or just one class, or repair one or more classrooms. The idea is that the concern mentioned in point 3 can be overcome by collective help.
All the above came from informal consultations (...). However, the truth is that their concern is legitimate. You will next here from me when the minister gives his own assessment.

Thankyou for your reply,I would suggest the following three possibly courses of action but will await further instructions before we make any decisions of course.
1.In the first instance I would suggest that we look into costings for the things suggested so that we can decide which we can go ahead with initially:-
a.Reading books (are these for classroom use only?)-how much per child? & for the whole school?
b.School stationery(Exercise books & pencils?)again how much per child? & for the whole school?
c.Uniforms for most needy(would this cause similar problems perhaps if only a few could be helped?) How much per uniform?
d.Teaching books-How much per class & for entire school?
e.Repairing of classrooms-How many in need of repair? How much would it cost? Could parents of the classes involved help with the repairs?
2. Larger project-provision of a clean water supply for the whole village.
a.Would it be possible to repair the existing system & if so how much is it likely to cost?
b.If this was feasable -how much would it cost per annum to keep it in good working order?
c.Are there people in the village with the required expertise to keep it in working order? & if not would it be possible for us to arrange training for some of them? & how much would that cost?
d.If it is not possible to repair the existing system -what alternatives would be feasable & how much would they cost?
3.Longer term feeding plans- perhaps in the longer term we could look again at the possibility of providing meals (perhaps when more funding is available) but this time look to providing food for larger numbers even if less frequently e.g.a full year group but not every day.
I accept that many of these ideas are long term & will take time to cost & consider but hopefully we can start implementing some of the ideas in "1." before too long.
First & foremost I would request that anyone interested in this project join us in prayer so that any decisions we may make will be according to God's sovereign will & purpose - we are simply the stewards of His money & privileged to be His servants in this project.
