Catering Contract Review: SMAEC

Why annual:

This committee has an “annual” component because some of its members are elected each year by members of their own organizations.

Aim of the SMAEC:

It’s aim is to add another layer of control to the already existent system: log books by kids, head teacher and church minister as well as impromptu visits.

This wide and public form of audit was thought to guard against possible complecency of the caterer following the decision to wave the competition in 2008 school meal expansion

Composition of the SMAEC:

The entire elected parents’ committee (up to 4 people), all the elected teachers’ representatives (2 people), all the elected representatives of enrolled classes (3 people in 2008), head teacher and church minister. Leadership and structure of responsibilities still to be negociated

Role and remit of the SMAEC:

Using pre-agreed objective assessment criteria (still to be designed), the SMAEC will evaluate the work of the caterer at least once a term.

Their findings will be sent to the Rwandan Coordinator as a document signed by every member of this committee. However, only the Rwandan Coordinator, after consultation with the Rwandan team, will take action against the reported negative comments. A copy will be sent to RSVP.

In events of persistent and repetitive incidents, this committee can opt to interview the Rwandan Coordinator, or send their comments directly to RSVP Coordinator.

Document of the SMAEC:

The findings of this committee will be kept in SMAEC log book for future reference.

Meeting of the SMAEC:

In order to optimize the use of our much valued volunteers’ ressources (time), this meeting will be called after consultations between president of Parents’ committee and head teacher, and may well coincide with their ordinary sessions, provided its calendar cannot be predicted by the caterer.
