What if a kid can’t get the school material despite his/her family selling pigs, goats, pieces of land?

What if a small percentage of the bursary was made repayable once kids completed secondary school and earned the national annual minimum wage (to be determined)?

What if the whole bursary was made repayable once kids completed secondary school and university- thus earned more than the national annual minimum wage?
